The cheapest way is to buy it with an order of hosting.

For instance, you can get good offshore hosting for about 11$ a month, which comes with a domain for a year. Even if you only buy one month, you just got a GREAT deal on a domain.

I think this is a matter of quality. You don't want to get a domain on a cheap, sketchy, host. GoDaddy is the way to go.

You can usually get a .COM for less the 8 dollars a year. Not to mention they usually run promotions and you can usually find great coupon codes on Google.

I dont fully understand what your asking.
If your asking to purchase a domain name then .com with any address will cost you the same.
Not sure on the .uk address. But for the .au address i use at times i need to have a registered business name in order to purchase it.
So you may need to keep an eye on that.

I'd use Moniker. Never had a problem with them, and probably all in all have had 100 or so with them.

NameCheap is my domain registrar. Costs about $9 / year. Free whois guard. I don't recommend you get a domain with a host, at any time they may hijack your domain if you leave them. Especially all these "off shore" hosting providers that are mostly run by kids with no customer service/business sense.
