I don't think your family history is related to you not talking to girls. Trust me about 80% of teenagers have the same problem. You just need to practice in the mirror and get your confidence and courage up. If a girl sees that you have confidence and courage, then she will more likely talk to you, and keep coming back, if you treat her right.
You're not alone, everyone had this problem.
