If you have been friends with her for 4 years, I think she'll say yes seeing that you's have known each other for a long period of time.
Ask her out, the worst she can say is no. Right?

Confidence, If you get knocked back then hopefully she would understand that you still want to be friends.
If you want it to happen then make it happen and show that you can be yourself and confident with it.

That's simple... and if she gets mad at you like says "I hate you" then just beat the negative with a positive and say something like "I love you too!"
Positive's always beat negatives!
