Force Screen Change?

Working on a tool for work and I want to make a button that will allow us to force resolution changes. We typically work with a lot of older XP machine so Im hoping there is a DOS command or Command Prompt command we can use shell wise to force it but if their is one for Win 7 that would be great too if anyone knows the commands off the top of their head or code works too. I preffer Vb .Net 2010 code/pics
