Passing Commands to iTunes?

I am trying to develop a program for windows computer that will pass some simple commands into itunes.
I know how to do this within the MAC os, but have no clue how to do this in Windows.
I found an app today that works on Macs but not windows and all the iPads I need to manage are on a Windows machine as it has the most amount of USB ports.

Does anybody know any commands that I could pass via the command line or vbscript? Any other language is welcome.

If you would like to use iTunes scripts in Windows, take a look at these websites I have listed below for you. Great stuff, I looked at them myself.

Hmm.. they only seem to contain scripts that tell itunes to skip song etc. I would like to sync all devices. I found most of those sources last night, but didn't find much very helpful from them.
