Although you did try resetting the BIOS, do this:
Unplug the computer, and remove the battery on the motherboard. Leave it out for a few minutes to be 100% sure all power has drained. Put it back together, and plug the computer in. Then try again.
If it didn't work, either your motherboard, CPU, or Power Supply is dead. Try using a power supply tester for the power supply. You can probably find one at a radioshack for about $25. If not, check BestBuy or MicroCenter if there is one near you.
