You can also try calling the Department of Animal Services and lodging a complaint of animal abuse and neglect.

Every city has special laws about noise and animal noise. I suggest you start making calls.

I would think that a dog can not be left unattended all day long outside unless they have there own dwelling I.e Kennel type of cage.
The dog barking if past your local sound ordinance laws you would be able to call the police. First talk to your neighbors if they are of no avail then you slowly increase the steps.

If all else fails let the dog loose one day.

You should just call the cops then. Something will get done, trust me. Or you could open the gate when the neighbors are gone and let it run away, though that's a darker option.

I would call the cops, if they get enough noise violations they will have to give the dog away.
