I'm pretty much in the same situation as you are bro [ This is why I'm calling you a bro :A ].
In my case, my mother is the one that is refusing just like you dad though. In my case, my girlfriend is also refusing to continue dating because she, just like my family, are afraid to loose me.
This is a shitty situation to be in, on one side, you don't want to "hurt" the ones you love, and on the other, you want to follow your dream.
I have 1 and a half year to go before I can join the Military Academy so I'm not that worried atm, but constantly thinking about it.

My Dad just lost his job and is starting to struggle financially, my step-mom said that he really doesn't need anything else on his mind now so if there's things you need to talk about then just say them!!

She said to just tell him about anything that you need to talk about? Perhaps you should tell him now, but that would likely add to his stress. Maybe you should just tell him and make sure he knows that you will be alright. Explain that you'll be doing what you wanted to do and you won't be financially straining the family because you'll be in the army and the army.
