I don't think you can make a rule of this. If soemone wants to make a thread like that, let them.
And if someone ppl do it for them, let them.
It's not bothering us. I make at the max 10% of all my homework, and I got no problems

Yeah, true. Something in between not doing a damn thing, and just doing the homework for them. Helping out with homework would be cool.

Certain subjects like Math make it impossible to help someone unless they give you the actual problem. However a post about asking someone to write your english paper for you is obviously cheating.
