Facebook what ever your forum is about search for groups and post on the wall of every group on facebook, social bookmarking sites, everywhere you go. If you're not going to pay for advertising you will have to do it yourself. Make a video and post it on youtube, offer free stuff, prizes competitions, anything to get people interested and wanting to go to your website.

YouTube is amazing, seriously. I started a forum with a friend, and we made a YouTube account, posting videos related to our forum and saying things like, "For more videos like this, go here!". We've gotten nearly 40 members within 1-2 weeks. This doesn't sound too spectacular, but if all of those members tell at least one of their friends, then that's 80 members. You just gotta give it that push. I recommend investing in some website hits. We bought 800 hits for about $10, and we're #1 on Google if you search keywords related to our site. Facebook groups also help tremendously.

Have content that people want to register for (but I wouldn't make it only available to members, otherwise how will visitors know they want it?). Content is King after all.

You have to think about SEO. Get your site into loads of different search engines, create accurate meta tags, and advertise.
You should get traffic in no time.

I'd also like to recommend having your friends and members advertise for you. If they're active on other forums, try having them use a signature that would get people interested in your forum (if the other sites allow it). A Facebook group and Youtube video are very good ways too, but also try having some members post something about you site on their statuses. An attractive layout goes a long way as well. Contests and prizes are good for a initial burst of new membership, make sure you have good content that will keep those new members interested in your site after the prizes and contests are done.

The best way of getting your forum noticed is Social Network. Any of them will get it noticed one way or another.
