I have a few questions about SF. Where can I find the site rules? Secondly, how do I change what the title bar says? Also, how do I give people rep?
And lastly, is there a premium membership here, like how there is 1337 and ub3r on HF?

Change your Custom User Title
When you have gone to that link, you will see "Custom User Title" on the right hand side, fill it in as you desire.

You need a total of 100 posts in order to give someone +rep or -rep.

There is no premium membership as of yet and as stated many times in the past, Omniscient may not be adding one at all.
