Need help, basic questions

Well, I am creating a website. What I have done so far is:
Created a host at No-IP
Downloaded the Newest Apache
Linked the No-IP host to my Apache client

So, now, How do I upload files to the server? Also, If I wanted to link my No-IP to dot.tk can I just do it or do I need to do something with Apache. Keep in mind this is all new to me, so try to answer in basic terms.
Edit: Sorry, I think this is in the wrong section.

You just need to ftp program. Many people use Filezilla. Then just connect your account to filezilla, and upload to your Public_html or WWW folder.

You obviously don't know what you're talking about, the OP never said he installed a FTPd on his computer; so if he was to [try and] connect to it with an FTP client he'd just get a connection refused error.
The server is local, meaning the document root (you called it public_html) is a directory on your computer, I'm not sure where it is on Windows, I'd imagine it would be in the Apache folder in your 'Program Files' folder.
