As many people said it depend's what you're downloading. It's safe to have some good known Anti Virus such as AVG or Malwarebytes

Yes but once it did get detected the rat would already be active on your pc and most likely won't remove it. Once the rat is there its almost impossible to get rid of without knowing exactly how. |
