Yes you're allowed to make your own group, however it can't become official until you meet the requirements posted here:

Pick what kind of group you want to start before thinking of a name.
Bare in mind that there are already a number of groups on here for various genres, so try to be unique.

There's nowhere that says you can't, however I strongly recommend just sticking to the one.

Remember; it mentioned you need a post count of 500+ to begin.

Once you begin your group and get the whole idea and layout then create the recruitment thread.
You can recruit 10 members from that I'm assuming, if allowed.
There's quite a lot of members willing to become a part of an official group.

I'd suggest you get 500+ posts before trying to seek members to join (for future reference). Good luck. Just curious, what kind of group were you hoping to start?
