Yeah, because this can be done manually to change the logon screen, the program does it for you automatically though, but doesn't need to run on startup (before the start screen) to display the image. It actually doesn't need to run at all to keep your display.

I change my logon screen with TuneUp Utilities or manually. I find it easier both the ways.
