This gives me two options, log into Win7 and fix the issue internally

I don't know a lot about Win7, but there was a Recovery Console in Windows XP ... Does it still exist in Win7 ? Maybe it could help if you still get the Win7 CD installation.

or fix the boot menu issue, and fix Windows 7 externally

I would advice you to back up your data first. Put your HDD on an other computer where the bios works correctly, put a live CD, then make the backup.
After that, maybe try to update or patch your bios ? Your problem is a bit weird.

Glad you got it sorted out mate. There is plugs for usb keyboards also that work sometimes.
