I have time warner cable.
I ended up not doing the three step's i had planned i got cought up in downloading while i fell asleep.

call your isp and tell them what you want done.

You go to control panel and set the ip for the ip4v. After, you have to go into your router settings and assign that IP to your computers MAC address. Hope this helps.

Login to your router/modem and change it's MAC address and restart the device. That should work.
But what I always done for changing static IP's is calling your ISP, they always done it for me. I can't see why they couldn't help you.
