The chat isn't there for me, just a transparent box.

Edit: Must be Internet Explorer 9 because it works in compatibility view.

IE9 has some very bad bugs in it. I suggest you move over to Firefox or Chrome. Its your choice though.

I wouldn't even suggest chrome. Getting into the habit of using a better browser than that.

I use Chrome/Chromium. I've never had a problem with it. I actually prefer to use it because of their development panel.

You can try using a real IRC client like XChat or even ChatZilla.

What's up with the IRC the past couple of days?

Pinging from one place returns:
$ ping irc.chatcentral.net
PING irc.chatcentral.net (67.215.66.132) 56(84) bytes of data.
64 bytes from irc.chatcentral.net (67.215.66.132): icmp_req=1 ttl=54 time=40.6 ms

Pinging from another place returns:
$ ping irc.chatcentral.net
PING irc.chatcentral.net.net (174.132.240.146) 56(84) bytes of data.
64 bytes from 92.f0.84ae.static.theplanet.com (174.132.240.146): icmp_seq=1 ttl=114 time=26.5 ms

The 67.* address is OpenDNS. Apparently it's failing to load on that location?

I don't understand the problem. You can join using awesomeness.centralchat.net server as well. If one doesn't work for you.
