What temperature is it with no programs running?
Have you tried getting a tin of compact air and spraying inside the vents.
This should be done every so often to clear away any dusk on the fans.

It's actually sounding to me as if the fan isn't actually working Have you verified that It's actually spinning?

May i ask what model of Laptop you got?
Also make sure it gets enough AIR when your using programs with high RAM usage.

Open your laptop and boot it (Yes its safe, just don't touch anything) then see watch your fan and if its turning or not.
