No, you are looking for a capture card/capturing device.
It's not possible to go directly from USB to HDMI without a device to translate the differences in signals. Here are some examples of what you are looking for. I would definitely invest and research the Blackmagic Intensity Pro for HD streaming and more.

I would do some researching before I was committed.
You need a decent upload speed if you want to live stream in HD from your Xbox 360 while you are playing. I stated earlier find your budget that you can currently afford and if you want to go with HD streaming either go with Black Magic Intensity Pro or the HD PVR. If you want to stream in standard definition go with a Dazzle. It seems to be the most popular. Good luck

What suffice said was correct. Make sure you are committed. My friend bought an HD-PVR for a hundred dollars, and now it sits in his room.
