cant -rep or neutral rep someone?

ok so i tried to -rep some1 for ripping a tutorial but it wont let me due to my group yet i see no upgrade option. so what groups can neutral rep or -rep?

Uhm maybe online staff/mod can - rep i don't really know. Btw i can't wait to hit 100 posts

Only Staff and Administrators can give negative or neutral reputations. THIS thread will explain more.

I think it's good that only staff/admin can give -rep or neutral rep.
