Only if they left it unplugged long enough until the ISP changed the IP , but ive also never heard of that to change your external IP.

This only works depending on your windows or pc type, you cannot do this with vista it also depends on your isp if you some how change your ip like that your ISP will get confused and wont give you internet,even if your local ip is the same u shouldnt mess with that stuff

There are ways of changing your external IP, contact your ISP.
I can change mine by logging into my modem and releasing/renewing it there.

How do you do that?

Ya I have seen this before but im glad you posted it. This is very useful if you dont have hot spot shield or something like that.
