I'm guessing when he has the time to do so. There are a few groups which fit the requirements needed to become official but that does not necessarily mean they will become official as far as I am aware. It's all down to whether or not Omni thinks they will be good additions to the forum.

I'm sure the leaders of groups that match the requirements have PM'd Omni about it so it's just a matter of waiting.
