Thats pretty usual, a lot of forums copy HF's layout.
Even I have done that, not 100% tho.

Too lazy to write own descriptions.

Yeah, lol. But, copying the EXACT same threads and posts + even some icons is going really too far, to be honest.

I'm thinking of calling hist host, they should just happily remove the site without anything major to be done to him. It's not like my site is copyrighted.

Go get the things registered using DMCA.

And the icons you use are not yours they are free one and you can't do anything stop posting random thing now as you are advertising your forum and his forum this is truth.
