I can't find the smudge tool? O.o
I'm using Photoshop CS5

It should be under the Blur (Rain Drop) icon along with the Sharpen Tool

Right click & hold on the icon & you should get more options.

I think you need to hold down the icon and more options appear, I was reading around Google and that was the general synopsis.

Yeah you have to right click the water drop icon. Then you click the one of the shape of a finger.

Right click the blur tool and it should say smudge there. That should work.
