Tutorials are the decision of the person building it and/or posting it alone, however, every community inevitably comes to the decision on whether to support/point to the tutorial, or not.
Every community has it's flaws, as people notice these flaws, they search for another community that attempt to fix, or solve these flaws. Plus, communities die frequently, and some times never even start out, so I think that there's always room for a new community.
