Theory suggests (Natural Selection) that some abnormalities/mutations are beneficial to a beings welfare in an environment. So "hypothetically speaking" Any mutations that suggest beneficial characteristics towards the new environment should be given the change to live in another environment. If a hermaphrodite has beneficial traits, then they should go just as much as anyone else.
If im not mistaken someone born with both sexual organs is considered "Abnormal" and therefor in the given hypothetical they would not be considered for deployment any more than someone with cancer or 3 heads or 7 fingers or whatever man.
