Possible for a DVD drive to halt system?

Every now and then, my computer freezes for 30 seconds, then 20 seconds after coming back, it freezes for 10 seconds, then about 20 seconds after that, it freezes for 2 seconds.

This forces me to reboot my computer, as when it starts freezing, it becomes more and more constant. To the point where I can't do anything.

It happened to me about 10 minutes ago, and usually i have to try to boot a few times before it will go. Today I noticed that it seemed to get caught when trying to detect the IDE drives, upon the pre boot test. In particular, i noticed it stops at my DVD RW drive.
After a few more gos, it managed to get to the "Boot from CD" stage, and paused there, with a DVD inside.

As soon as i unplugged it the machine booted straight away and has not frozen since!

Is it possible the DVD drive is what has been annoying me by halting the entire system over the past year?

Do you think there is a fix for this (e.g. drivers) or it would be a hardware problem?
