When deciding what kind of forum/site to build consider a few things.
1. Are you able to get a good domain to use?
2. Are you knowledgable enough to post in the forum regularly?
3. How tough is the competition for the topic?
4. Where will you get members/visitors?

From reading your post I think both ideas are bad.
