1. Try opening BIOS in your Laptop.
2. If the Scroll is working In BIOS Then There Is A Driver Issue.
3. If Not Working In BIOS Then Hardware Damaged.

If You Updated the Driver & The Scroll Is Working In BIOS Then The Problem Is With The Operating System You Are Using. Sometimes the OS does not support the drivers.
If you are using XP and your drivers are updated then that might be a problem for you.
