Maybe, maybe not. There we're some russians from iteffect.com that boost up my site & even my views as I own iteffect.org. They would even register but I enabled recaptcha & that was the end of them creating anything 
My view, ya, it's all crappy what they have. The Black Hat CEOs probably already have some plus somewhere or we're found out & are paid money with professional gigs.
