Yes offcourse, 500 posts and 10 members with 10 posts
But where do i need to find 10 members

Once you begin your group and get the whole idea and layout then create the recruitment thread.
You can recruit 10 members from that I'm assuming, if allowed.
There's quite a lot of members willing to become a part of an official group.
