I mod games because I get bored of playing the same thing over and over again. So, I try to create something new.
People are sick of having to play the same level over and over again. This just gets really boring and uninteresting. You play several campaign missions several times and get tired of playing it. So you decide to modify the level and unleash some things you could not do. This is why games are popular: People are able to make their own version of levels and you can do things that you wish you could do.
Modifications that does not involve hacking or cheating and works for everyone should be allowed on any online game, including Xbox Live. I've dreamed about me and my friends playing Halo and fighting humans and Spartans. Sucks that that can't happen.

The point of modding is that so the modder can have fun and enjoy themselves with their new versions. Nobody should be taking that ability away.
