Wow, sfc isn't found?
You obviously can open cmd though, provide us with a list of running services and processes on your computer.
Also check your %SystemRoot%\System32 folder for sfc.exe. It should be there, if not. Run your computer up with a startup disk if you have one, and choose System Repair. Reboot, and run System repair one more time to fix the rest of the issues, Then boot up your computer in Safe mode. Open a console and try running:
Let it check the integrity of your files and fix any corrupted files where necessary. Reboot your computer in normal mode, and see if you can use your system without issues again.
