When scaling sprites in professional graphics software like Photoshop and GIMP, it's best to turn interpolation off. I don't know how to do it in Photoshop, but when scaling an image in GIMP a pop up window asks you what size to change it to and offers different methods of interpolation. (at least, I think it's called interpolation)
