meta name="keyword" value="keywords go here seperated by ',' "
meta name="description" value="description of your site goes here, maximum of 160 characters."
You put these in the <head> </head> section of your site.
Submission he is probably talking about submitting to directories and such. But nowadays this can really hurt your site. And if not this kind of submission please explain it DAMINK.
It could be in social media, ie Digg and facebook and Twitter (*sigh* yes Twitter) or Hubpages/Squidoo.
