No no no! You don't add meta tags to the headerinclude template, that means meta tags are the same for all pages, which is a very bad practice. Google recommends you to generate unique meta tags for each page, even though they don't care much about meta tags (except description which they use on search results).
I recommend installing Google SEO which, besides all the other great features, will generate unique meta tags for threads and forums. Then you just have to add meta tags to the index template and you're done.
