No offence but that's not true at all, often shy people have trouble making eye contact or it just makes some nervous.

There is no surefire way to find out if a guy likes you, you need to assess his personality first.

If he's very social, confident and outgoing, chances are he will say it at some point.

If he's shy you may have to bring the subject up yourself.
