The "requirements" are the rules for their websites such as no copyrighted content.
A website is not needed.
Facebook would be the most ideal way to make $ without dong much.

However, you will have to invest in a script, (you can find them nulled on google). People have to fill out a survey to get 1 point. An xbox 360 = 100 points? you get the idea...

The easiest way to make a free website would have to be wordpress.
