Sorry, but do you mean that my avatar would be really nice for an icon? because I could do that too. You can make animated .ico files, some people use them for favicons for bookmarks, but I'm not entirely sure if it's that compatible. I haven't looked into it though, so don't judge my words there.
I usually just stick to 'static' images for icons, but I believe it can be done.
If you wanted to know how I made the avatar, or how I made the .ico (Icons), I can tell you how I did both. I'm just not sure which one you want to know how to do yet lol. I would assume that the comment is entirely about my avatar.

If you want to know how I did the avatar, it's just been taken out of a flash video, and i added a few gradients to it, changed the contrast, and desaturated it into a few gif animation frames.
Edit: animated favicons are already supported. But if you want animated desktop icons for instance, then you'll have to download something to view them in an animated state. ico's are used most commonly for favicons and desktop icons, but desktop icons can't be readily animated.
