Just a thought..
Would it be going too far, to possibly disable posting, for newcomers, until after they have first gone along and clicked on something, saying that they have read and will follow the rules?
This could possibly include a statement, saying something like that if they then break any rule(s), because they have not taken the time to read them properly,
that they could face a possible warning, or even a ban, depending on the seriousness of the rule that may have been broken.
I know it probably sounds a little Draconian, but maybe it could inspire less rule breaking in general at this site.
