FTP is generally 21, however, it's not all the time ;) Check your email from your host, they should tell you.
Also, Germany isn't offshore hosting. Offshore hosting is generally considered from countries that don't have very strict copyright laws, allow drugs to be sold on the internet, or really anywhere your country can't reach your content. Germany however, is very cooperative with the US with copyright things and they have laws against selling dope on the internet, overall it's pretty decent for a tutorial
