Pointless, if he does get any traffic, the proxy will be as slow as crap. for very limited traffic its slow, imagine what will happen if he gets enough traffic to actually make some money off his ads?!
Not only will his host kick him off for using up way to many resources, his proxy will just lag so hard it will become un-usable! (I'm assuming your using a free host).
The best way to make any money is to buy a hosting package from a company that allows proxies, for starters, then do some heavy SEO work.
