Hey rofl I put together a parts list for my friend the other day. It was done on a budget of 600 and actually came out to be 453 after rebates. It doesn't include a case because that is a matter of taste.

The XFX Geforce 9600 GSO is the GPU i have, it is great for the cash.
As for a MB, I would suggest getting a SLI ready MB. Incase you do want to run SLI in the future. I don't have time to look for one right now, maybe later today.

It depends on what your doing but I recommend 3Gb of memory at the bare minimum, and a high quality Dual Core, or a Quad Core processor. Get a good graphics card with at least 512Mb of memory. I suggest Nvidia GTX 260 and above. The rest is up to you and make sure you always keep yourself grounded when building.
