And I doubt it is illegal, I remember downloading it somewhere, but I don't think its illegal.
Download and have a look at it, the code is so simple. Just like a beta version or something ^^

You can't download. You have to pay for those, from what I'm gathering.

Yes, there are several ways to make money from creating your own proxy site.
