Upload Speed = 0.01 mb/s?!?!?!?

Hey... recently I've been having issues uploading anything...anywhere. Please see...

I have RAPTOR VPN installed...but it is disabled.
I am not running behind any proxy.
I have disabled Comodo firewall. I've scanned for malware using AVG 2012, IOBit, and MalwareBytes...came up clean. I've cleaned the Registry, defraged the HDD/Registry, cleaned up temp files, disable Internet Explorer (in case a hidden adware exists and is using I.E. to run ads)...and I still have this issue. Any ideas?

Comcast can put you on a limit, I would contact them. It has nothing to do with your computer.

Well, this could be temporary. Make sure speedtest actually tested it on the right ISP and network. You should also call your ISP and see what's up. They will be able to help you best and explain the reason for your low upload speeds.

You may have hit a monthly cap and your BW is throttled by your host. Do you do any file sharing?

Possibly that you don't pay for upload.

And only download?

Could be your ISP or sometimes your router (In my case i had to reset it every week).

I guess is there any router issue.So try to reset you router connection.Still your problem persist,try to contact your ISP.When i had the same problem,i kept the same ways.Now i have good internet speed.Then i checked my internet speed using http://www.scanmyspeed.com/
