Advertising isn't everything, sometimes it's your site (visual presentation, layout, content, etc). Other times it's the idea of the site that people aren't interested in

Advertise legit free money to someone, and they are hooked, advertise peanuts and no one is interested. It's the difference between dirt and diamonds, good sites and bad sites.

You seem too desperate for advertising too. People don't like it "in their face" all the time. Maybe change your advertising methods as well? Take time with your advertisements, spread the word in detail. Just getting the word out there is usually not good enough.
