Help making a website

Hi Guys.

Wonder if some one could help. I currently have 123 reg as my provider to making a website. Im trying to find a way of how I can make a car website where people could enter the car registration and that would bring up details of the cars or if that doesn’t work then they would be able to select their cars from a list of drop down boxes.

Can anyone help me I'm a complete newbie to all this. I was also thinking if someone could do the site for me cheap I would gladly pay them?
