Well the reason your ip4 changed is because you have a dynamic ip. To change this you need to call your isp and tell them you want a static ip. You may have to pay more. Also just use a vpn or something that always has a static ip.

You should go onto http://portforward.com and browse for your router.

What you need to understand are there are two different types of IP's. Your private IP (192.168.X.X) and your public IP (X.X.X.X). You want to have your private IP static (Like you've setup) and your public IP doesn't matter (At least, for now).

You'll find enough guides on that website (As well as portchecking tools, although they aren't perfect) to help you achieve your goal.
