Don't touch her "junk".
Just wink at her, see what's her reaction.
Then just try to get some "moments" where you can be REALLY close to her, still, doing nothing.

Yeah I was kind of kidding. Idk if you want to go this way, but... Start talking to her more and flirting, then just don't talk to her for a whole day. See if she texts you and/or calls. If she seems sad when you start talking again, and ask where you were then you are probably good to go.

OP;
How long have you known her? Do you guys spend time together aside from
school/work/whatever? If not, why don't you? Even if you two don't see
any thing in common, you'll get a better understanding of each other.
I'm not sure how old OP is, but (from the sounds of things)
he's still in high school. (NO OFFENSE BY ANY OF THIS) However;
I think you need to worry less about weather or not you have a relationship,
and more about figuring out what relationships are about.

Advice:
Hangout with "her" more.
Buy "her" something nice, necklace & a teddybear, or chocolates! Something like that,
Start giving her signs that you like "her".
Take "her" out on a date one day.
Be outgoing & make her laugh.
